From St George’s Church to Booth’s London and CrossRail; rebuilding Hanover Square and Mayfair

When Alice Lisle married Edward Montague Balmerino Lisle at St. George’s Church, Hanover Square, little did she suspect that her marriage would be so short lived. Within a month of marrying him Lisle had disappeared, not to be seen again until his dead body was dragged from the Thames 30 years later.

St George’s, Hanover Square is one of London’s most charming places of worship and Alice was in good company in holding her nuptials there. In 1814 Harriet Westbrook had married the poet Percy Bysshe Shelley at the church, and in 1839 Benjamin Disreali used the venue to marry Mary Lewis. In the previous century Sir William Hamilton married the lowly born Emma Hart who went on to become more famous (or infamous) as the mistress of Horatio Nelson. Seven years later Europe’s most famous clown, Joseph Grimaldi, married Maria Wells, whose father ran the theatre at Sadler’s Wells that still bears his name.

There were other ‘celebrity’ weddings: in 1880 Mary Lewes (better know to us as the novelist George Elliot) married John Cross and in 1886 Theodore Roosevelt (not yet the 26thpresident of the USA) married Edith Carrow. In the twentieth century the church also witnessed the marriages of Guglielmo Marconi (1905) and Amy Johnson (1932). Amy Johnson married her fellow aviator Jim Mollison, a Scot, but she too vanished after her plane supposedly crashed into the Thames near Herne Bay in early January 1941.

In the late 1890s when Charles Booth revisited Hanover Square to reassess his earlier definition of the area as mostly red (for ‘comfortable’ commercial property) he found some change, but not to the overall character of the area. George Street (which today is home to Sotherby’s auction house) was made up of ‘4 and 3 story houses, offices; shops (a few)); chambers etc.’ He noted that fewer people actually lived here any more. There was a resident vet on New Bond Street, and a few helpers but in general this was fast becoming a commercial area of the capital, not a residential one.

He noted the rebuilding that had gone on in nearby Maddox Street, where the core business was tailoring. It was still quite Red on the map, and a hotel and restaurant had been established at number 51, a new development that presumably served the growing commercial streets nearby. Brook Street followed the same pattern of change, being increasingly focused on business and trade rather than residential. There were ‘two or three doctors left’ but no one else lived there. In and around Hanover Square the buildings, if not businesses, had become private members’ clubs and societies such as ‘The Zoological’, ‘St George’s Club, the Oriental Club, and the New County Club, for ladies’. As a result of the change of use Booth noted that Hanover Square ‘could go from yellow to red’.

St George’s Church had been built in 1725 as part of an expansion of 50 new churches authorized by Parliament to meet the needs of the growing Hanoverian capital. The design of St George’s was undertaken by John James, who had worked with Sir Christopher Wren. Construction took three and a half years and cost £10,000 (about £1,000,000 at today’s prices). Today Hanover Square, which once hosted such famous guests as Prince Talleyrand, the archetypal crafty diplomat who managed to survive both the French Revolution and Napoleon, is dominated by a modern construction project. imagesCrossrail is a 73-mile railway line which will (one day) link East and West London with a new over and underground line and modern stations. It should have started running at the end of 2018 but is now set to be delayed until autumn 2021.

Costs have escalated from £14.8bn to a possible £18.25bn but I wouldn’t be surprised if London was still blighted by construction work and dozens of high-viz wearing workmen well into the 2020s. There is simply too much money to be made from infrastructure construction projects like Cross Rail and HS2 for there to be any sense of urgency in actually finishing them. Meanwhile London continues to look like one huge building site, to the detriment of his historical built environment. One wonders what John James and, later, Charles Booth, would have thought.

On Saturday 27 June 1840 the Mansion House Police court was held enthralled as a very old man told his life story in the hope that he would get some support form the City coffers. Isreal Furmen was 91 years of age – impressive in 2019 and even more so the mid nineteenth century – and he was down on his luck. He told the incumbent Lord Mayor of London that he was a native American Indian who had been living in Wales for several years after previously serving with the British Royal Navy.

He had to leave Wales, he said, because he have been implicated in ‘Frost’s treasonable outbreak’ (the Chartist rising in Newport) even though he claimed to have wanted nothing to do with and had been ‘compelled’ to join the rebellion. The Newport Rising in November 1839 had ended in the death of 22 or more Chartists as they attempted to seize the Westgate Hotel in Newport and were fired on by troops stationed there.

The rising was organized and led by John Frost but was probably doomed to fail. Rumours of the rising had alerted the authorities and many of those involved had mixed feelings about the revolt. Chartism itself was divided on the merits of using ‘physical force’ to achieve its laudable aims of enfranchising all men and introducing (amongst other things) a secret ballot to the voting process.

John Frost was one of several Chartists arrested and sentenced to death as traitors after the rising but was spared and sent to Australia. He was pardoned in 1856 and returned to Britain. He died in 1877 at the ripe old age of 93.

His fellow nonagenarian, Israel Furmen now told the Lord Mayor he had first gone to Bristol then travelled up to the capital. On arrival in London he’d applied to the Whitechapel parish for relief but had been set to ‘break stones at a penny a ton’. Despite his age he’d had a go but because he was slow they cut his pay. He only wanted to get back to America and his people. He then outlined his life story in the hope that the Lord Mayor help him. His story was quite amazing.

Furmen claimed to be the son of an India chief and to have been apprenticed to a blacksmith in Philadelphia when he was 15 (in 1764). In 1776 he had fought against the British in the American War of Independence, but had later switched sides to fight the rebels. After the war he’d gone to Europe and visited France and Spain. He said he was in Paris and saw Louis XVI being guillotined.

He signed up as a sailor for the Americans and served aboard a brig named Pelly where he was later capture by the British and pressed into the Royal Navy.  That was in 1794 and he served until 1816. This meant, he explained, that he had been on board the Bellerophon at Trafalgar under captain John Cooke, who died bravely in the encounter, one of 27 men of that ship that died that day.  However, the Bellerophon is probably most famous for being the naval vessel that took the formal surrender of Napoleon after his defeat at Waterloo. If Furmen’s account is to be believed he was present at that key moment in history as well.

Not only was he present at Trafalgar (where he was badly wounded) Furmen also said he had served at the battle of Copenhagen and at Flushing, and had been in the same sick bay at Lord Nelson. This then was a man with a knack for being in the right (or perhaps wrong) place to see history unfold before his eyes. He had been captured twice by the French but had escaped and finally ‘retired’ to Wales to live out the rest of his days in peace. That was until John Frost and his Chartist rebels decided to coopt him into their ranks of course.

He said his Indian tribe was ‘very long-lived’ and (as proof) added that just 10 years earlier he had received a letter from his father, who was still alive. He was also very strong and proved this in court by performing ‘several difficult feats of agility, to the surprise of all present’.

In 1840 the Morning Chronicle reported this case without comment or embellishment but can we take the facts at face value? It is entirely possible that a man born in 1749 could have witnessed history at such first had as he claimed, but is it probable? I expect that is what the Lord Mayor had to decide. The Bucks Herald added that Furmen was accompanied by his wife (39) and their three-year-old child.

In none of the papers could I find the outcome to this case but I imagine that Furmen’s story (real or imagined) was such a rich and compelling one that someone reading it would have paid him for the rights to publish it in full. If so then even if the City didn’t find it in their hearts or pockets to pay his passage back to the USA some speculative London printer would have.

P.s A man named Isreal Furmen was indeed implicated in the Newport Rising and appears in the records at Newport Reference Library. He is also mentioned in a treatise on longevity published by John Charles Hall in 1841. I can’t find a crew list for the Bellerphon in 1805 or 1815 but perhaps others can?

Forced aboard a merchant ship in New Orleans: an echo of modern slavery on the high seas

John Burns was a steward on board a merchant ship named the Rio Grande. He’d sailed with it to New Orleans in 1849 where he’d gone ashore with a fellow crew member who had been taken ill. He took temporary lodgings in a boarding house and made plans to collect his pay packet in the morning. This was normal: sailors often collected their pay onshore, being paid at a shipping agent’s office.

However, this was also when they were vulnerable to thieves and fraudsters who knew they were likely to have been carrying fairly large amounts of cash. In London the Ratcliffe Highway and its associated dockland was notorious as an area where prostitutes would inveigle seaman into bars, get them drunk, take them upstairs and rob them (or assist others in their robbery). I’m fairly New Orleans presented very similar hazards to the unwary.

As Burns left his lodgings to collect his money two men seized him and forced a drink down his throat, which ‘rendered him insensible’. Having dragged him they manhandled him on board a ship called the Ashley, which was run by Alfred Greg. The two men were what were known as ‘runners’ or ‘crimps’; in effect they acted as a press gang for merchantmen, forcing men to serve as seaman against their will.

We are probably all familiar with the concept of the press gang as it operated in the eighteenth century, forcibly enlisting men and boys into the Nelsonian navy but this was nearly half a century later and in a foreign country. In 1849 New Orleans was, as it is today, the largest city in Louisiana, the 18th state of the USA. In 1849 something like half of Louisiana’s population were enslaved and it is hard to think of what happened to Burns as anything other than enforced labour by kidnapping.

Burns tried to explain to the master (Greg) that he was no sailor, just a steward with no experience of seamanship but he was ignored and set to work. He was promised $35 and the ship sailed to England, docking in London in April. When he asked for his pay he was told he’d already been paid, but he’d never seen ‘a halfpenny of it’. Instead the master had paid all the money to the two men that had pressed him.

Perhaps this was a common scam, akin it seems to me, to modern slavery where men and women and kidnapped and forced to live and work in terrible conditions by criminal gangs. The steward had the sense to get away from the ship and present him himself at the Thames Police court where he obtained a summons against Greg. A few days later the master was in court to hear Burns testify against him. Two other crew members turned up to confirm his evidence and Mr Yardley (the magistrate) said it was evident that a ‘gross and scandalous fraud’ had been committed.

However, it doesn’t seem like he was able to do much about it, perhaps because the crime (of kidnapping) had happened outside his jurisdiction. He could – and did – insist that John Burns was paid however, and would remand the master in custody if necessary until the sum was handed over.

The story served as a cautionary tale for others travelling to ‘foreign’ parts to not get taken unawares by unscrupulous captains in search of a crew.

A hero of the Peninsula and Waterloo meets the ‘terror of Chelsea’: who comes out best?

I’ve just been revisiting the rise and fall of Napoleon in case I need to step in and provide some teaching cover for a colleague who is temporarily unwell. We all need to be prepared to teach outside of our specialism from time and as long as its not too far removed most jobbing historians can do it.

While Napoleon and the French Wars might seem a long way removed from my research area he is someone I have studied and be interested in for most of my reading life. As a child I quickly went from a love of Nelson to the man Nelson dedicated almost his entire career to thwarting. I saw Bonaparte as a brilliant mind, flawed by vaunting ambition, and ultimately let down by those closest to him and his inability to recognize when he had overstretched himself.

Of course while most of France adored him in the early 1800s much of the rest of Europe hated and feared him, most especially the English. He represented a challenge to British dominance and to the institution of hereditary European monarchy; he was a child of the revolution for all his abandonment of democracy. Most of all he wasn’t an aristocrat, he was – like so many of the men that rose through the ranks of the Imperial Army – a self-made man and the crowns of Europe had little time for that sort of success story.

The wars against France left a deep scar on Europe and on Britain and so those that served at Napoleon’s final defeat in Flanders were held in high esteem. Charles Miller was one such veteran of Waterloo – he had served throughout the whole of the Peninsula Campaign in Spain and Portugal, a war that did so much to undermine Napoleon’s grip on the European continent.

In 1838 (twenty years after Wellington’s victory at Waterloo) Charles Miller was serving with the Royal Veteran Battalion in Chelsea. He was quartered at Chatham and on Friday 12 October he had traveled to the Chelsea College to pick up some money that was owed to him. As he looked around for somewhere to spend the night he ran into a man named Thomas Ivey who promised to guide him to a suitable lodging house.

Unbeknown to the old soldier however, Ivey was a crook. He was well known to people in Chelsea as a thief and a rogue and Miller was exactly the sort of easy ‘mark’ he preyed upon. As Miller drew out his purse to buy some apples from a street seller Ivey pounced, snatched it, and ran off.

Miller raced after him but Ivey knew the streets and alleys around Jew’s Row much better than the outsider and he easily avoided him. The solider was persistent however, and eventually, with the assistance of the police, Ivey was captured and brought before the magistrates at Queen Square Police court.

Ivey tried to pretend that while he had met the veteran of Waterloo he hadn’t robbed him; there had been a misunderstanding and he ‘make it all right’. For his part Miller was at pains to say he’d not been drinking (often a charge leveled at those that had their purses lifted when visiting the capital). He had lost everything he had – a sovereign and four half crowns – and so was on his uppers.

The magistrate was determined that Ivey should face trial for this offence but was informed that the man had only recently bee released from Clerkenwell prison for a similar crime. That would surely count badly against him and the justice wanted to make sure they had all the details before sending him in front a judge and jury. So Thomas Ivey was remanded in custody for two days to get the report on his previous conviction.

Ivey paid dearly for his actions that day and I’m sure his choice of victim played a part. On 22 October he was tried and convicted at the Old Bailey and sentenced to transportation. He remained in England until February 1840 when he sailed for Van Dieman’s land to start a 10-year term of exile. Thereafter he seems to have kept his nose clean and in 1846 he earned his ticket of leave. He was freed three years later on the 9 April 1849. He was still just 29 years of age, (being born in 1820, just a year before Napoleon died on St Helena).

What did he do next? Sadly the records don’t tell us that but perhaps he embraced his new start ‘down under’ and put his past life as ‘the terror of Chelsea’ behind him. Nor do we know what happened to Charles Miller, the old soldier that Ivey robbed. I doubt he got his purse back (certainly not the contents) so his immediate circumstances were difficult. Hopefully his regiment supported him because in 1838 he must have been at least in late 40s if not older, and it is likely that in all those years of service he would have picked up one or more injuries.  There was no ‘help for heroes’ in early Victorian England and precious little state support for veterans, despite the supposed affection in which the victors of Waterloo were held. Not for the first time I’m left wondering whether the criminal, in being transported to Australia had the better outcome here?

A ‘demented’ socialist picks a fight with the police

Throughout the late 1880s Trafalgar Square was the site of numerous political demonstrations, protests and gatherings of the poor and homeless. It is hard for us to imagine the capital without the square; it is one of the top ten tourist sites that visitors flock to now, but it was only laid out in the 1830s and Nelson’s Column wasn’t erected until 1839-42 and the base sculptures were not completed until 1849. By then the square had already borne witness to Chartist demonstrations in 1848. What Nelson himself would have made of the political rhetoric than unfolded below him is hard to say. England’s greatest naval hero would probably have disapproved though, since he was an arch conservative and no champion of liberty or democracy.

In 1886 demonstrations in the square had been badly mishandled by the police and groups of rioters had caused chaos in nearby Pall Mall. Shortly afterwards the commissioner of the Metropolitan Police had resigned amid calls for a parliamentary enquiry. Determined that a similar chain of events should not engulf him the new commissioner, Sir Charles Warren, tried to ban gatherings in the square the following year (in November 1888) but without success. When protesters did congregate in large numbers Warren resorted to excessive force and several people were injured and 2 or 3 killed in the melee that resulted from police baton charges and the use of the military.

Earlier in the year, in July 1887, Trafalgar Square had become a sort of temporary shantytown, occupied by London’s homeless who spilled over from the square into the parks close by. Local residents complained about the sight and radical politicians railed about the poverty that had caused them to flock to the centre of the city in such numbers and desperation. The police were ordered to sluice the bench with cold water, to discourage rough sleepers, and to clear the parks of the human detritus that ‘infested’ it.

In May 1888 meetings were back on, and the newspapers reported that there had been a ‘Conversational meeting’ in the square on Saturday 12th. These had been organized to assert the rights of free speech in the face of Warrens’ attempts in the previous year to close the square to public gatherings. Members of the Bloomsbury branch of the Socialist League (which included William Bartlett, a prominent figure in the British Labour movement) deliberately held meetings in the square to discuss the issues of the day and the importance of being to air their views in a public space.

However, police attempts to curtail this supposed freedom led to scuffles and occasionally to accusation of assault on both sides. At the meeting on 12 May Walter Powell was arrested by the police in the square and charged at Bow Street Police court with disorderly conduct.

Evidence was presented that he had been followed into the square by ‘a crowd of roughs’, whom he had then attempted to address. The term ‘roughs’ was applied widely in the late 1800s, to mean youth gang members, political ‘muscle’, or simply members of the ‘residuum’ or ‘underclass’. It was always used disparagingly and Powell was being depicted as a ‘rabble rouser’ who probably deserved to be arrested for inciting crowd trouble.

Since he had been locked up in the cells overnight the magistrate decided he’d been suitably punished already and let him go with a warning.

Whenever crowds gathered in London however, there was always the possibility of other forms of criminality taking place. Once Powell had been discharged tow others were stood in the dock accused of picking pockets. Both men were remanded in custody so the police could continue their enquiries.

The last appearance related to Trafalgar Square that morning was Alexander Thompson, who was charged with disorderly conduct and assaulting the police. He was probably a member or supporter of the Socialist League that had insisted on championing the right of citizens to occupy the square for political protest but he had run foul of the police stationed to prevent trouble.  By 1888 the Socialist League, which had been founded by Henry Hyndeman and had included William Morris, was suffering from internal schisms. The Bloomsbury branch would split in the face of a takeover from anarchists who were more revolutionary in their outlook.

Back at Bow Street Mr. Vaughan looked the man up and down and must have decided he was very far from being a dangerous and ‘disorderly’ ruffian.

He said that ‘unless the man was demented he could not imagine his attacking a man of the constable’s calibre’ and dismissed the charge.

This was a backhanded compliment to the police officer, and a dismissal of the threat posed by ‘revolutionaries’ like Thompson. It was probably also an attempt to diffuse tensions in the spring of 1888 so as to avoid a repeat of the very real violence of the previous autumn.

However, events overtook the police in 1888 and the right to protest, while remaining a key issue, was subsumed by the murders of five or more women in the East End of London, where many of the rough sleepers had tramped from the previous summer. Warren, who was so determined not to be brought low by criticism of his failure to act against  protestors was soon to face much more serious criticism of his ability to run a police force capable of catching a brutal serial killer. In November 1888, just a  year after ‘Bloody Sunday’, Warren resigned as Commissioner.

‘A very noble and intelligent dog’ saves a life the ‘owner’ had given up on

In late March 1883 Thomas Lyford was walking his dog along the Victoria Embankment when the animal suddenly headed off towards Cleopatra’s Needle. It raced down the steps to the water, turned, ran up, ‘barked twice and ran back’. Lyford followed quickly afterwards instantly realising that something was wrong.

The dog was a retriever/Newfoundland cross, and the latter were bred for rescuing people from the water. The dog had seen a woman in the Thames and swam out towards her. When the animal reached her it used its large jaws to pull her back towards the river side a where Lyford was able to grab her by her dress and haul her onto the steps at the foot of the Egyptian monument.

The police and a surgeon arrived soon afterwards. They had been alerted earlier when a patrolling constable (PC 281) had noticed the woman acting strangely near the Needle. To his horror he’d seen her launch herself into the Thames in what appeared to be an act of self-destruction. The constable ran as fast has he could towards the Thames Police Office (which was at the foot of Waterloo Bridge on the north side of the river) to raise the alarm and have a boat launched to save her.

It was half past eight at night when the policeman had seen the woman jump so without the quick reactions of  Lyford and his dog she may well have drowned. Instead the woman was taken to the workhouse infirmary where, after some time, she made a full recovery.

As regular readers will know this was not the end of the story because very many people chose to attempt suicide in the 1800s and since it was against the law those that failed in their efforts were brought before the metropolitan Police Courts to answer for it. This woman’s name was Amelia Crickland and she was placed in the dock at Bow Street before Mr Vaughan while the case against her was heard.

We get no real sense of why she threw herself into the river but this is probably because the court reporter was more interested in the canine rescue story, which was described in detail. Thomas Lyford stood in the witness box with his dog. The animal ‘placed its fore paws on the ledge of the box, looking round the court in a most intelligent manner’.

‘It is a very noble and intelligent dog’ Mr Vaughan commented.

‘Yes, he came and told me that something was wrong as plainly as any Christian could,’ the proud dog owner replied.

The unnamed dog was the hero of the hour, poor Amelia (who could only put her decision to drown herself down to ‘some trouble she had’) was sent to the house of detention to wait final judgement on her punishment. ‘Some trouble’ may have meant she was pregnant, or had lost her employment, or some other disgrace she found too awful to bear. Sadly society wasn’t that interested in what had driven her to despair and the reality was likely to be that when she got the chance again she’d make sure there were no eagle-eyed policemen or rescue dogs nearby.

Cleopatra’s Needle (which had little or nothing to do with the Egyptian queen) had arrived in the capital in 1878 and so was still a fairly new attraction on the Embankment. It was paid for by public subscription to commemorate victory over Napoleon in Egypt and it had survived a tempestuous journey to reach London. I wonder how many visitors to London stop think of the number of people that ended (or attempted to end) their lives in the water that lay just beyond this symbol of British military power? 

A young dressmaker emerges with her reputation untarnished

October 21 1855 was the 50th anniversary of the Battle of Trafalgar and the death of Nelson but the England that emerged from the long wars with France looked quite a different place from the world Horatio Nelson was born into. By the 1850s his Norfolk descendants would have been able to take the train to the capital rather than the bone-shaking stage coach, and the Navy office might have been able to summon the admiral by telegraph instead of a despatch rider.

Nelson’s flagship HMS Victory was the largest ship of the line in the Royal Navy in 1805 but it was powered by sail and built of oak. In 1859 the very first ironclad warship was launched in France, and in the American Civil War (1861-65) floating ironclads helped usher in a new sort of warfare that had more in common with the Great War of 1914-18 than the battlefields of Austerlitz, Salamanca or Waterloo.

Britain had demonstrated its military might during the Napoleonic wars but the much less ‘glorious’ Crimean War (1853-56) had exposed the extent of disease in the army and poor command and infrastructure of the British forces, despite its victory. Nelson (and Wellington) would most probably have been horrified that the nation’s armed forces had been allowed to reach such a parlous state by mid century.

Meanwhile of course the business of fighting crime and dealing with the everyday regulation of the capital continued despite the nation being at war with Russia. Nelson would never had seen a ‘bobby’ on the beat nor been very family with a Police Court Magistrate. Nor it seems was young Miss Eliza Greaves, yet she found herself in the dock at Marlborough Street accused of a very serious offence.

At about 7.30 in the evening of 16 October 1855 Eliza, a ‘respectable’ dressmaker who resided 11 Bruton Street, near Berkley Square – a fashionable address – entered a haberdasher’s shop at 272 Regent Street.  She asked the assistant for some ‘riband and blonde’ and paid with two half-crowns and coated for her change. However, when the assistant  handed the money to the cashier he immediately declared they were ‘bad’ (i.e they were counterfeit).

The cashier, John Wilson, took the coins over to where the young woman was seated and asked her where she had got the coins from. She told him they came from her sister, who lived in Hanover Square. Wilson then enquired whether she had any other money and she handed over a shilling which he again realised was counterfeit.

Poor Eliza was now in some difficulty because she was seemingly committing the offence of passing (or ‘uttering’) false coins. The police were called and Eliza was taken away by PC 27 of E Division. On the next day Eliza was produced in court to answer a charge of trying to pass ‘bad’ coins and so defraud Messers. Sowerby &. Co of the value of their property.

Enquiries were made and Eliza’s sister was consulted about the money she had given her her sibling. It transpired that she ‘had put a small packet of quicksilver [mercury] in her pocket, in which was her purse, and some silver’. It was this that had caused the discolouration of the coins. The magistrate’s chief clerk examined the coins carefully and declared that he ‘very much doubted if they were bad’. Mr Bingham (the magistrate) sent a police inspector off to have them properly tested and he returned to state for the record that the coins were ‘good’. To everyone’s relief (not least Eliza’s) she was cleared of any wrongdoing and set at liberty to return with her friends, who were people of ‘the greatest respectability’.

Just what her sister was doing with mercury in her pocket is far less clear. Mercury was used to treat syphilis and other forms of venereal disease but I hardly think the other Miss Greaves bought it for that purpose. It had some use in making dental fillings, and of course was used in thermometers, but why Miss Greaves needed it remains a mystery to me. Please enlighten me if you know!

A not so ‘jolly Jack’ at Bow Street

The Police Courts of London were established in the late eighteenth century, after the passing of the Middlesex Justices Act (1792). The press reported the goings on at these courts from the start but their coverage in the early decades was patchy and much less regular than it became by the 1840s and 50s. It seems that the newspapers were working out how to use the information and stories that these summary courts provided. The tales of prosecuted thieves and fraudsters offered opportunities to demonstrate the efficacy (or otherwise) of the criminal justice system, to critique (or laud) the ‘New Police’, and, to alert Londoners to the threat posed by particular sorts of criminal.

However, the overriding purpose of publishing a half dozen or more of these daily reports from the Police ‘offices’ (as they were first called) or courts was entertainment. The everyday stories of ordinary folk, sometimes rendered in their own words or dialect, presented what we might now call a ‘Dickensian’ view of life in Victorian Britain.

This story, with its depiction of an Nelsonian Naval ‘hero’, is a good example of the court report as a entertaining distraction from the serious news that the papers contained.

In June 1830 the superintendent of Police, Mr Thomas, was at the Covent Garden watch house. These buildings were the forerunners of the police stations that were built following the establishment of the Metropolitan Police after 1829. The watch house was where the old watchmen set off from to patrol their beats and where those they arrested at night were brought back to to be charged or left to sober up.

On Wednesday morning (the 23 June) a sailor came into the watch house to make a complaint. He was a larger than life character and the Morning Post‘s reporter delighted in his representation of him for his readers. He described him as a ‘jolly-looking  weather-beaten tar, who came ‘tripping along with true sailor-like step’. He asked to be directed to the ‘captain’. In the watch house this meant the ‘super’, and Mr Thomas asked him what he wanted.

‘Your honour’, he began, ‘I am an old seaman and am come to you for redress’.

He went to explain that he had served his country for 15 years, seen many battles, including Navarino where he was part of the crew of the Asia. This battle, the last of the sailing ship age, had effectively decided the outcome of the War of Greek independence as the allied fleet (made up of Britain, France and Russia, led by Admiral Codrington) destroyed a superior Turkish one.

Navarino took place in 1827, and our hero had returned home some years later. He was ready to settle down it seems and, having ‘nothing particular to do’, he thought he’d travel to Windsor to ‘see the King, Lord protect him’. The king in question was George IV who was in the last few weeks of his reign at the time, because, on 26 June George died, at the age of 67. He was succeeded by the last Hanoverian king, his brother, William IV, who reigned for just under seven years.

In his patriotic fervour our unnamed sailor had made his way to Windsor and decided he liked it but that he needed a wife to complete his retirement from the sea.

He soon met up with a ‘jolly wench’ who’s name was ‘Fair-haired Poll’. It soon becomes clear that Poll was not your average Windsor maiden, but an experienced local prostitute who saw a sailor, recently discharged with deep pockets, as a profitable investment. The two soon became intimate.

The sailor told Mr Thomas: ‘I don’t like to be under any obligation, so I thought I’d buy her out and out’. They pair ‘struck a bargain’, and she was ‘his’ for ‘fifteen pounds’. They ‘got on comfortably well together’ at first, the tar explained, but he was getting bored in Windsor so decided to return to London.

‘So we tacked about, and got a-board a coach for town. Well, we comes to a place they call Piccadilly, or some such name, but my Poll thinks proper to bolt while I was treating the Jarvy, and she not only takes herself off but also £60 of my money, and all my toggery’.

So (to translate)  while the sailor had a drink with the coachman Poll ran off with his money and his trunk of clothes. Outraged, he headed for the nearest watch house to demand some help in finding her and his property. Mr Thomas, having listened to his tale brought him to Bow Street Police Court, to make a formal complaint.

There the magistrates sympathised with him (and were amused by the ‘naive style in which he presented it’) but could offer little real help. The man showed them several documents to prove he was who he said he was, but these were unnecessary, ‘as he completely embodied the appearance of a regular built tar’. He was told his best option was to return to Windsor as Poll would most probably have gone back to her old haunts.

The police superintendent promised to keep an eye out for her and his money but they all clearly thought it fairly useless. He was not the first ‘old salt’ to be separated from his prize money by a ‘privateer’ nor was he likely to be the last. Hopefully he found Poll in Windsor, if not then he was likely to end up as another of the hundreds of discharged seamen that struggled to survive in post-war nineteenth-century England.

‘An annoyance and a great nuisance’: firemen are unwelcome at Lady Clifford’s

This case is revealing, not only of the way the the fire service operated in the late 1800s but also of the attitude of the well to do towards them and their own responsibilities as rate payers.

Colonel Sir Robert Cavendish Spencer Clifford, Bart, resided with his wife and family at Rutland House, Rutland Gardens, in South West London. The Clifford barony (of which Sir Robert was the third holder) had been created in 1838 for Robert’s grandfather (Augustus) who had an illustrious naval career than began in the era of Nelson. There is far less information about Robert however, so perhaps he contented himself with living on the annual stipend and his other inherited wealth.

His wife. Emmelina Lowe, certainly seems to have been a woman that took money seriously, in a  way which many contemporaries would have seen as a little ‘bourgeois’.

In May 1886 a small fire broke out in the chimney of the kitchen of the Clifford’s smart London house . This alerted neighbours who raised the alarm and the London fire brigade (founded just 20 years earlier) despatched an engine to attend the fire.

However, when they arrived they were met by Lady Clifford who refused to let them in. The firemen were adamant that they needed access as their were ‘sparks and flames issuing from a chimney at the back of the premises’.

Fire was a real threat in London. Even if the capital had not experienced a devastating conflagration since the ‘great fire’ of 1666 Londoners retained the folk memory of that week of horror. Improvements in house building and private fire insurance (with private companies of firefighters) had protected homes and businesses thereafter. From the mid 1800s the capital had its a professional force of firefighters.

The Metropolitan Board of Works administered these regulations and prosecuted householders and builders for unsafe properties and dangerous structures. Failing to admit the fire brigade and not maintaining their chimney earned the Cliffords an unwelcome day in court. On 27 May Lady Clifford and her daughter appeared at the Westminster Police Court before Mr D’Eyncourt. As a concession to their social status they were not in the dock, but sat on the bench with the magistrate. This was indicative of wider class bias in the Victorian period and in this case, Lady Clifford really seems to have felt she was literally ‘above the law’.

The case was brought by Norman Bevan on behalf of the Board. He argued that the Cliffords were culpable of breaking regulations and flouting their responsibilities; he pushed for the maximum fine possible, 20s.

The details of the evening were recounted by Henry Cummins, a fireman stationed at Knightsbridge who found the front door barred. Lady Clifford admitted she had put the chain on the door to prevent the firemen entering. She had heard the fire engine’s alarm bell being rung but the family were at supper and she saw no need for panic. It was, she added, just a small chimney fire, not serious.

Her daughter backed up her mother’s testimony, saying that the ‘bell ringing [of the fire engine] was most violent and unnecessary’. Indeed the noise was such that she had been ‘unwell since the noise the firemen had made’.

Having proved the breach of regulations Mr Bevan now argued that the Cliffords should pay the full fine while Lady Emmelina tried to bargain with the court in a quite unladylike manner. She continued to argue that the fire was insignificant (‘it was only a little soot on fire, not a real fire’, she pleaded) and therefore she should only have to pay a nominal amount. She had suggested it was merely worth ‘half a crown’, not 20 shillings.

She mentioned that on the way into court Bevan had indicated that he would take half that amount, 10s, something the Board officer refused to admit. When she complained that in some cases fines were reduced the magistrate explained that ‘it was only cases where the parties are very poor’ and that certainly wasn’t the situation here. The Cliffords may not have been extremely wealthy but they were still members of the affluent elite and could well afford the fine.

Bevan seems to have been embarrassed by his earlier determination to prosecute the family and now began to backtrack. As Lady Clifford attempted to charm her way out of a fine, or argue for special treatment on account of her social rank, the Board officer said he had tried to persuade his boss that a smaller fine was indeed appropriate. D’Eyncourt was not to be moved however, the penalty was 20and 20s (plus 2s costs) was what would be paid.

Even now Lady Clifford demonstrated her contempt for the law and for her responsibilities to other citizens by continuing to say that such a small fire was worthy of  a small punishment:

‘I should have thought half a crown would have been quite enough in satisfaction of a case of this kind, especially as it was not a real fire’.

This drew laughter in court, but not from the person of the magistrate.

‘You are fined 22s., Lady Clifford, and I must ask you to remain satisfied with my decision’, a clearly annoyed D’Eyncourt told the Baron’s wife. She then left the court having paid her fine (or made arrangements to pay) ‘protesting that the whole proceedings were very unfair’.

In reality of course it probably was only a small fire but it was still the Cliffords’ responsibility and the fire brigade had been called out. Other people were fined for similar neglect of their properties, neglect which endangered the lives and homes of thousands of fellow citizens, so it seems entirely reasonable that fines should be levied that were proportionate to wealth. As the magistrate noted, ‘poorer parties’ would pay less but they would still pay, or else they would go to prison for non-payment.
