‘I ain’t scared of no ghosts…’: Halloween traditions in the Victorian press

Tonight is Hallowe’en when the borders to the spirit world are at their thinnest and the dead walk the earth…

Or it is All Hallow’s Eve, an important Christian date marking the night before All Saints Day (or it has been since Pope Gregory III moved it from its original date in May).

It has now become a highly commercialised and largely secular festival: a chance for retailers to sell sweets and inedible pumpkins, for the very young to dress up and go out ‘trick or treating’, and for the not-quite-so-young to dress up and go partying.

It is – and it seems it has long been – a night for misrule, for chaos, for turning the word upside down.

It is often viewed as an American import. ‘Trick or treat’, pumpkins, the whole commercial element of Hallowe’en was almost entirely absent form my childhood in the 1970s. Now it is hard to imagine October 31 without a constant stream of miniature shots, devils, and witches knocking on our doors while their slightly embarrassed parents lurk by the gate.

But the truth is that it is actually returning export. The traditions of Hallowe’en, developed out of Celtic paganism and the celebration of Samhain and arrived in America with Irish and other British immigrants.

There were several closely linked traditions in Celtic nations – such as ‘nutcrack night’ in Scotland for example. There young people would throw nuts into a fire to see if they lie still and burn (signifying happy marriage) or pop and burst (meaning your matrimony was doomed to be tempestuous).

In Ireland people would gather food and drink in the days before October 31, beginning the process of hunkering down for the winter. This marked the end of the growing season when the land appeared to die and all that farming communities could do was bring in their crops and animals and wait for the spring.

In 1846 some of these traditions were reported in the newspapers, quoting from older folklore texts and were presented with a general sneering undertone which reflected mainstream English Christian distaste aimed at the Irish. But in doing so we can see the origins of the trick or treat custom that is so popular today.

‘The peasants in Ireland’, we are told, ‘assemble with sticks and clubs, going from house to house, collecting money, bread-cake, butter, cheese, eggs, etc. for the feast [of Samhain]’.

Candles are ‘sent from house to house in vicinity, and are lighted up on the next day, before which they pray, or are supposed to pray, for the departed soul of the donor’.

On the night there is feasting, apples and nuts ‘are devoured’, ‘cabbages torn up by the root’. There is divination from nuts again and from hemp seeds. These are ‘sown by maidens, and they believe that, if they look back, they will see the apparition of man intended for their future spouse’.

In Celtic beliefs a man named ‘Stingy Jack’ or ‘Jack the lantern’ roamed the wild at night, having tricked the devil to keep his soul. Unable to enter Heaven or Hell he was condemned to walk abroad at night and he was remembered in the carving of turnips, which were then illuminated with a candle.

When immigrants arrived in north America they found pumpkins much easier to carve than turnips, and a new tradition was born. The tradition of going house to house continued and, probably at some point in the 1920s, was formalised into a sort of annual festival – the ‘American’ Hallowe’en to have today.

So all those ‘ghosts’ and ‘witches’ with their hopeful buckets and their scary costumes are actually a reminder of our deep rooted pagan history. Pope Gregory III wanted to obliterate a pagan autumn festival by superimposing a Christian one.

Just as churches were built on pagan shrines and sites of worship, and Easter and Christmas replaced the existing pagan festivals (of Eostre and Yule) Samhain was relegated to a mere folk story, belonging to a superstitious peasant community, all in an attempt to stamp out any remaining traces of pre-Christian religion.

Given the current pandemic Hallowe’en will be very different this year. Children will not be able knock doors and demand a treat, parties will not happening, the night of misrule will have to be suspended in lockdown but I shall still carve my (entirely edible) pumpkin and mark the passing of autumn and the early onset of winter.

Refections on VE day – looking back over 150 years of change and continuity

Today marks 75 years since VE Day (Victory in Europe) 1945. Historians and commentators are writing all sorts of things about the significance of this anniversary and about celebrating it at a time when the country (and the world) is experiencing the most serious health emergency for 100 years.

I thought – with my Victorian social history hat on – that I would reflect on what life was like in Britain 150 years ago; or 75 years prior to VE Day 1945.

As we look back at the footage of 75 years ago (as we’ve all been doing recently) we can see a world, and a UK, that, while it is different from our own in many ways, is not that unfamiliar.

In 1945 most people got their news from the BBC (via the radio or ‘wireless’), most would have read a newspaper that still exist today (such as The Times, Daily Telegraph or the Daily Mirror). Fashions were different but not dramatically so – the zip fastener was a fairly new innovation from the late 1930s, hats were widespread, lycra unheard of (thankfully!).

The country was (as it is today) a parliamentary democracy and everyone over 21 had the vote (meaning that many of those that fought in the war couldn’t have a say in who ran the country in the election of 1945) . Women’s rights were not recognized as they are today, gay rights were hardly discussed, and racism was endemic (and the Empire still existed). The car was well established in society but not ubiquitous as it is today; most people in London got about on public transport. Nationally we still enjoyed rail travel in the pre-Beeching days. Holidays were taken at home (by which I mean in the UK, not as they are now – at home) not abroad; airplanes existed but commercial air transport was still largely in the future.

My point is that if we landed (Dr Who-like) in 1940s Britain we would recognize and feel mostly at home in it (as least if we were white British). Many social changes would come in the next 15-20 years – from the Welfare State to Windrush to sexual equality – but it is not ‘another country’.

Or at least it is not as much of ‘another country’ as May 1870 would seem to any of us landing there nor, even, to anyone from 1945 looking back 75 years.

In 1870 Queen Victoria was in the 33rd year of her long reign and William Gladstone was her prime minister. This was his first term as PM, having taken over from Victoria’s favourite – Disraeli – in 1868. In 1870 the American Civil War was in recent memory; there were plenty alive who fought in the Crimean, and others who remembered Waterloo.

The horrors of the Western Front were nearly 50 years in the future.

1870 was the year that the elementary education act was passed allowing local authorities to provide education for all children aged 5-12. Despite the fact that this was not a compulsory piece of legislation and historians have debated its effects it does mark an important milestone in state provision of education. We take free education for granted now, as many in 1945 would have (if not with the opportunities that students of all classes have today).

1870 also saw another significant statue pass into law: the Married Women’s Property Act. This allowed married women to own their own property (both that they had earned and inherited). Previously on marriage all of this was legally surrendered to their husbands; a case of ‘what’s mine is mine, and what’s yours, is mine too’!

Of course women still did not have the vote, let alone equal pay, but it was step in the right direction.

Competition was introduced into recruitment to the civil service in 1870, presumably to tackle claims of nepotism and favoritism. I wonder to what extent that has really changed anything (then or now). That year also saw the establishment of the Red Cross (known then as the British National Society for Aid to the Sick and Wounded in War). It would very busy in the decades to come, as it remains so today.

The Oval hosted the first ever international football match – a 1-1 draw – Wembley was not even conceived of and television coverage way off in the future. Nowadays we seem to obsessed with football, so much so that government ministers make statements about the need to get it back on our TVs so the nation can better cope with this lockdown. Football was very far from being a national obsession in 1870, but its popularity was on the rise.

With no television and no radio in 1870 entertainment was live (like the music hall for the masses or opera and theatre for the well-to-do) or provided in print. In May 1870 readers avidly sought out the latest Dickens novel – The Mystery of Edwin Drood – in regular instalments. Sadly they were to be disappointed: Charles Dickens passed away on the 9 June 1870 leaving the ‘Mystery’ unfinished.  As one great entertainer died two others were born: Marie Lloyd (on 12 February) and Harry Lauder (4 August).

In London the Tower subway opened – offering Londoners a route underneath the Thames – linking east and southeast London by means of the very first passenger ‘tube’ railway. The underground – such a powerful image of the 1940s capital – was seeded 75 years previously.

On Friday 6 May 1870 the front page of the Morning Post (as was normal) carried mostly adverts and short notices. Page two reported parliamentary news in detail – including items on the ‘Scotch lunacy commission’, ‘Betting on Horse Races’, and the Irish Land Bill (a big political story throughout the later 1800s). Politics continued over the page, all delivered with minimal headlines, discussion, and in tight close type with no pictures.

On the next page readers could learn what was on at the opera and the capital’s West End theatres (although it was really a listing of performers and plays etc, not a review of them). The police intelligence – the news from the capital’s courts – was relegated to page 7 (of 8) although of course we have no real idea of how people read the papers then.

At Bow Street a man was committed for trial for stealing £9 from the Royal Commissioners of the Patriotic Fund, which gave money to the widows of soldiers serving abroad. I suppose the modern equivalent would be pinching the funds from an organization like Help For Heroes so I hope he got what was coming to him. At Marlborough Street a cab driver was cleared of a charge of ‘furious driving’ and his loss of earnings for the day compensated to him by his accuser.

Finally I noted that the press reported that the Prince and Princess of Wales had attended a charity concert at the Guards’ Institute. Then, as now, the royal family was the subject of press attention – if with (generally at least) more deference than is shown today.

So, I would conclude that 1870 would have seemed much more alien to folk in 1945 than 1945 would appear to us should me visit it. This reminds us of the incredible pace of change in the twentieth century, particularly from the outbreak of war in 1914.

It was a terrible century for very many people and the years of war between 1939 and VE Day in May 1945 saw millions die across the world.  The UK alone (not counting our allies in the Empire) suffered just under 400,000 direct causalities in the war, with a further 67,200 deaths on the home front. For context that represents 0.94 of the population as a whole. Other countries much more badly than we did: the Soviet Union lost 20m (13.7% of its populace), Germany 4-5.5m soldiers alone.

And six million Jews were murdered in the Holocaust.

The Second World War was a tragedy for everyone involved and victory in 1945 was won by a combined effort of many nations and peoples. I think the lesson I take from it is that never again should we allow hate to dominate politics on a national or world stage, and that only by coming together and sharing our resources can we – as humanity – hope to defeat those that would endanger our lives and freedoms.

If we forget those lessons then I fear we will have let down all of those that gave their lives in the Second World War, and those that survived, in trying to ensure we could live in a society free from tyranny and race hatred.

A routine mugging reveals a Freemason connection

John Palmer was an ordinary sort of bloke. He gave his occupation as ‘labourer’ (frequently a default term for those appearing before the courts in Victorian London, suggesting he was a casual worker). He certainly wasn’t a rich man, by any stretch of the imagination and, as he walked home one late evening in March 1870, he only had a few shillings in his pocket.

This didn’t stop him falling victim to violence and robbery however. Palmer may have enjoyed a few pints after work, which would have made him more vulnerable to being attacked. He was hardly a prize though, but to James Tyson and John Sadler that didn’t matter. Tyson was a trained boxer – a pugilist to give the contemporary term – and so was well suited to a bit of ‘rough stuff’. Sadler was a betting agent, so also probably quite able to mix it when he needed to.

The pair fell on Palmer as he made his way home; Sadler jumped him, knocking him to the ground before Tyson used his weight to hold him down. They rifled his pockets and extracted 7 shillings and ran off. Palmer reported the incident to a nearby policeman who took descriptions and set a search in motion. The culprits were caught just a few hours later, one of them by a detective.

When Sadler was searched he was found to have quite a haul. The police discovered  a number of pawn tickets (often evidence of theft) all for ‘valuable gold and silver watches’ as well as gold Albert chains and some broken watch-bows. Some of these might be able to be identified but even more significant a find was a gold locket ‘with a ruby heart at the centre’ and a Freemason’s gold medal. The medal was inscribed:

The Most Noble Augustus Frederick, Duke of Leinster, Grand Master of the order in Ireland, 3rdJanuary, 1848’.

Augustus Frederick, the Marquess of Kildare (right, below pictured in 1859) was an old man by 1870. Born in the previous century by the time his medal turned up in the pocket of a petty thief in London he was close to 80 years of age and would only live another three. He became head of the Grand Lodge of Ireland in 1813 and apparently kept a tight rein on how all Freemasonary operated on the Emerald Isle. 2911106-09

In court at Marlborough Street the police reported that both James Tyson and John Sadler were well known to them. Mr Mansfield, the sitting Police Court magistrate, was told that there were ‘frequenters of racecourses’ and known to be ‘magsmen’ and ‘welshers’.

Eric Partridge’s 1949 Dictionary of the Underworld defines a ‘magsman’ thus:

‘Swell mobites’; ‘a fashionably dressed swindler’; or ‘fellows who are too cowardly to steal, but prefert o cheat confiding persons by acting upon the cupidity’. It included ‘card-sharpers, confidence tricksters, begging letter writers, and ‘bogus ministers of religion’.

Perhaps by 1870 ‘magsmen’ was being used more broadly to apply to a member of the more fashionably dressed ‘criminal class’. As for ‘welsher’, Partridge lists:

‘passer of counterfeit money’ or (in the USA) an informer.

However the terms were being applied Mr Mansfield was pretty confident that he had two ‘bad eggs’ in his dock and he acquiesced to the police request to remand them in custody while they continued their enquiries.

Whatever results these enquiries yielded we are, sadly, in the dark about. I can find no record of either man in the higher courts in the immediate aftermath of their appearance before Mr Mansfield. This suggests the police’s evidence was thin or that they were able to buy off Palmer as a potential witness against them. They might have argued they’d ‘found’ the items discovered in their possession at the racecourse they ‘frequented’. Who knows, but like so many of the stories of the police courts carried by the London press this one lacks a conclusion.

Lessons from the 1840s should remind us that refugees are welcome here

1848 was another hard year for the Irish people. The potato blight continued to bring famine to Ireland and tens of thousands left their homes and communities to make the journey to England and Scotland or America. The impact of this on a city like London is evident in the newspaper reports of poor relief in the capital and elsewhere.

The Marylebone vestry was told that between December 1846 and December 1847 huge numbers of migrants had appeared in London needing to be supported by the city’s parishes. 5,941 had arrived in St George’s-in-the East, 2,761 in the East London Union, 6,253 in Whitechapel and 7,783 in Stepney.

In central London the numbers were similarly high. There were almost 5,000 arrivals in St. Giles and 7,864 in Marylebone and a staggering 11,574 in St Martin’s-in-the-fields. In total in that one year the parochial poor law authorities spent thousands of pounds in relieving around 80,000 to 100,000 migrants from Ireland.

The vestry heard that several parishes hadn’t kept records of those they’d helped (or those records were not available) and noted that a further 30,000 Irish men and women had been relieved in Glasgow.

The Irish potato famine killed about one in eight of the population and forced two million others to leave. It was also entirely unnecessary. A combination of high grain prices, over dependence on the potato crop, and a deeply rooted and ideological resistance by the English landowners and government to help the poor led to the death of a million people, and the migration of many more.

The British Imperial state failed to deal with a humanitarian disaster on its own doorstep, allowing grain to be exported from Ireland when it could have used to feed its people, and refusing to intervene when Irish landlords turfed impoverished families off the land. The Poor Law system was rooted in deterring pauperism rather than helping those in need and the prevailing economic doctrine was laissez-faire ruled out government interference. Underlying all of this was Protestant evangelism that believed in ‘divine providence’ and underscored a deep-seated anti-Catholic prejudice in large sections of British society.

When the Marylebone vestry heard that St Martin’s-in-the-fields had relieved 11,574 Irish at the cost of £144 13s6d(or about £12,000 today, £1 for each person) ‘laughter followed’. Were they laughing at the fact that St. Martin’s ratepayers were paying out so much, or that so many had ended up there? Why were they laughing at all?

Today the news is filled with images of refugees and economic migrants huddled into overflowing boats, or carrying their belongings along dusty roads, fleeing war or disaster. We shouldn’t forget that in the 1840s this was the reality within the British Isles.

Disasters like Ireland in the 1840s or Syria in the 21st Century are not simply ‘natural’ disasters. They are often caused by, or exacerbated by the actions of governments or individuals, sometimes motivated by religion, ideology or greed, but the people most affected are invariably the poorest and least able to cope. For that reason migration is a World issue where borders are irrelevant. We should have helped the Irish in the 1840s and we should help the Syrians today.

‘I am absolutely lost in London’: bureaucracy and callousness combine to mistreat a servant of the Empire.

 This week the news is rightly dominated by the scandalous treatment of the Windrush generation. This country had a proud history of supporting and welcoming immigrants because it recognized the tremendous value they brought to these islands. The first discordant voices in the immigration debate were raised in the late 1800s as large numbers of Eastern European Jews arrived in London, fleeing persecution in the Russian Empire. Anti-Semitism mixed with protectionism meant that politicians on the right (like Arnold White) and left (H. M. Hyndman) used immigration as a political weapon and argued that Britain was too full, and needed to look after its own people first.

Racism and anti-immigration rhetoric often raises its ugly head when there is an economic crisis. We saw this in the 1880s, in the 1930s, the 1970s and today, in this prolonged period of austerity and concern around our impending exit from the European Union. Blaming immigrants focuses attention on the symptoms not on the causes of economic hardships and helps keep the working classes divided. Moreover it also reveals that when times are hard governments attempt to save money by reducing the amount of benefits that are paid out to those at the bottom of society, rather than raising the contributions made by those at the top. There are lot more people at the bottom than there are at the top and those in power (at national, local and parochial levels) have always been closer, in terms of social class, to those at the top.

Consider this case from 1889, a time of serious economic downturn if not quite a depression. The payments for poor relief had been rising across the second half of the 1880s and London was receiving thousands of political and economic migrants from Europe as well as very many from across the UK and wider Empire. If these migrants arrived (as many of them did) without much or any money; without jobs to go to: without homes or friends and family to stay with, then they had few choices but to appeal to charity or the state for help. The reaction they got was often uncaring and unhelpful even, as in this case from Westminster, they seemingly had every right to assistance.

In April 1889 a ‘poorly-dressed woman’ (we are not told her name) presented herself at Westminster Police court asking for help. She was Irish and she had been married to a serving British soldier in India, a sergeant major in the Nilgiri Rifles. The Rifles was a volunteer regiment raised in Madras in 1878 and while she had lived with him she had drawn a small government allowance as she was deemed to be ‘on the staff’ of the regiment.

However, at some point the couple had separated (‘through no fault of her own’ she told the magistrate at Westminster, Mr Partridge) and he, on leaving the regiment at the red of his period of service, had returned to England with their two children. The woman had followed him, taking a boat a Bangalore in March 1888 after gaining a certificate from the District Staff Officer there, which entitled her to free passage. She had just eight rupees left for the whole of the voyage and arrived in London on the 14 April. She headed to the War Office with her papers with the intention of being sent on to Ireland where ‘her friends were’.

However, there she was met with a similarly uncaring bureaucracy as that has recently confronted the Windrush generation. She was entitled to help from the British state but the paperwork had not arrived or could not be validated. Until ‘the order’ came from India nothing could be done for her. Even the certificate from the ship’s captain that declared she had forgone her beer allowance (and was thus entitled to some money for that) could not be processed. She ‘was transferred from one to the other, only to be told that nothing could be done for her at present’.

The previous night she had slept at the workhouse casual ward in Buckingham Palace Road and now she asked Mr Partridge for help. ‘She was absolutely lost in London’, she said, ‘having never been here before’. Without some temporary help she said would have to ‘walk the streets or starve’ – suggesting her only alternative was to beg or to prostitute herself.

The magistrate was cold. There was nothing he could or would do for her he said. He told the clerk to give her the fare to get to Thames Police court so she could plead her case there. ‘The docks are in that district’ he added, suggesting that since she’d arrived by boat she wasn’t his problem. The poor woman was dispatched with a shilling, not knowing what to do or where to go.

“Go on, little one; pay him out”: mindless violence on the City Road claims another life.

Last night my wife and I drove down the City Road in London on our way to a very glamorous party in Stoke Newington. Both of us were dressed up as passengers on the ill-fated RMS Titanic which struck an iceberg on its maiden voyage in 1912. As we crawled in traffic along the City Road through Shoreditch the pavements were thronged with bright young things intent of having a good time. Pubs and clubs were heaving and everywhere the sound of partying crowds was audible above the cars, buses and motorcycle noise.

Today that area of London might still look a little shabby but it is far from being the dangerous and impoverished district it was in the late 1800s.  North East London in the 1880s was not as bad as Whitechapel and Spitalfields, or indeed the Borough and Lambeth, but it was rife with crime, gangs, and casual violence as this case from 1883 shows.

On the 20th January 1883 a fight broke out on the City Road when three young men confronted an older man, a 27 year old painter named William Johnston and his brother,  George.

The alteration seems to have taken place in a pub called the Duke of Bridgewater where the pair had gone to play skittles (although it may have been seeded earlier in the evening at The Dock public house). A teenage lad named Edward Jackson had approached George Johnston and asked him for a penny to set up the skittles, as was customary. When George refused to pay him a scuffle ensued. George got punched in the mouth and told the lad: “If you were big enough I would give you a good hiding”. The brothers then left.

Two other lads, Daniel Daniels (19) and Charles Wilsdon (18) joined Jackson (who was just 16) in following the Johnstons out of the pub. Jackson taunted George, declaring to his mates that he had punched jim in the mouth and would happily do so again. George was enraged, turned and hit out at the youngster.

There are conflicting results of what happened that night but drink was certainly involved. George’s brother William was a big man and at first the lads were wary of him. A scuffle began with William and Daniels squaring up to each other. Jackson and Wilsdon seemed to have been egging their mate on – daring him to prove himself against an such a large opponent: “Go on, little one; pay him, little one” they shouted. Daniels allegedly said to William Johnston:

“Do you think I am going to fight a man of 25. and I am only 18? I will put a knife through you”.

Despite this threat the episode was unfolding as a so-called ‘fair fight’ until Daniels and Jackson decided to get involved. They rushed in and topped the big man over, throwing him into the street and onto the tram lines, fracturing his skull.

As the lads tried to melt away the police were called and they were picked up. On the following day, worried about his condition, George took his brother to the Royal Free Hospital where he was examined by Dr Mihanda Barrigea, the house surgeon at 8 in the evening. We now know that head injuries need to be treat quickly and sadly for William it was too late. He died on the Monday morning as a result of the injuries he’d received in the street brawl. The three young men were formally committed to trial at the Old Bailey by the sitting justice at Clerkenwell Police Court. There was insufficient evidence for the jury to convict them of manslaughter however, so they all walked free from court at the end of the month.

This is my last visit to 1883 for a while. I have tried to follow one week in the past and the stories of a couple of individuals in particular. One of these was Henry Harcourt who claimed to a distant relative of the Home Secretary, Sir William Harcourt. In early February the papers were full of reaction to the assassination in Dublin of the newly appointed Chief Secretary to Ireland and a top ranking civil servant. Following the stabbings of Lord Cavendish and Thomas Henry Burke the press reported that extra security had been given to prominent public figures, like Harcourt, to protect them from the ‘Assassination Society’. According to one report Sir William had a detective ‘sleeping in his house’ at all times.

On Wednesday 7 February Henry Harcourt made his final appliance at the Lambeth Police Court before Mr Chance. This time his aunt turned up to give evidence. She confirmed they had worked together as bar staff but had no recollection of Henry being either deaf or dumb at that time. As for Henry’s claim that he had been left £600 in a will only to have his ‘name scratched out’ by others, that was entirely false she said. The will was produced and the magistrate could see that it was entirely in order but made no mention of Henry anywhere.

Henry seems to have been a troubled soul and the court was told of information from Salford that suggested he fitted the description of man named Downey who had until recently made his living by telling people’s fortunes. He disappeared at the same time Henry showed up at the Lambeth casual ward seeking shelter. Harcourt denied any knowledge of this.

Mr Chance asked Harcourt’s aunt whether she would be prepared to help her nephew get back to sea. That seemed the best course of action for him so she agreed as did Henry. On that basis Mr Chance was prepared to release him without further charge or penalty.

‘Twas Christmas Eve in the Police Court and lots of drunken women were lying all around…

I don’t often feel sorry for members of the establishment, let alone the privileged few that served as magistrates in the nineteenth century. I some cases I see moments of compassion and leniency, but these are really few and far between. Most of the members of London’s impoverished working class could expect little truck from men like Montagu Williams or Thomas Saunders; anyone presented as a disorderly drunk would get little sympathy from them, or their colleagues.

But I do have some sympathy for Mr Benson, tasked as he was with clearing the cells at Thames Police court on Christmas Eve 1867. I expect he just wanted to get home to his wife and family, or maybe just to the port and stilton. Instead he was faced with a procession of drunken women, not all of them of the most ‘depraved’ class either.

The first up was Matilda Walker who appeared in court with her face shield by a black veil. She was charged with being drunk and incapable, a common charge for much less ‘respectable’ women than Matilda. Mr Benson pointedly rebuked her.

‘You are described as a married woman, and call yourself a lady, Mrs Walker. It is not ladylike to be drunk’.

The defendant was keen to point out that she had not intended to get drunk at all.

‘I went home with an old lady, and, as it was Christmas-time, I took a glass of the very best Jamaica pine-apple rum diluted with cold water; nothing upon my honour, sir. The rum just elevated me’.

With excellent comic timing the magistrate declared:

‘And lowered you; you were on the ground’.

Warning her to lay off the rum in future he discharged her.

Next into the dock was Mary Stevens, also for being incapable under the influence. Mary’s only defence was that it was ‘Christmas time’. ‘That’s no reason you should degrade yourself,’ Mr Benson told, dismissing her from the courtroom with a flea in her ear.

Mary was swiftly followed by the next prisoner, Margaret MacDonald who had also tried to pass herself off under another name – Ann Corradine. She told the magistrate that she had been a teetotaller for almost 12 months, slipping ‘off the wagon’ just three days short of a full year.

Mr Benson wanted to know why she’d failed to keep the Pledge.

‘Iver [sic] since last Boxing Day, I have been solid and sober, but last night I met with a few friends from the ould country, and we drank bad luck to Fenianism, until….’

‘You were drunk’, Mr Benson interrupted her, ‘Go away and keep sober in future’. The Irish woman made a hasty exit before he changed his mind.

Finally the last of this group of inebriates was brought into court, and these two  were by far the worst. Ann Jones had been carried to a police station on a stretcher as she was incapable of walking by herself. According the police witness she was singing a popular music-hall ditty called ‘Strapped on a stretcher were Sarah and I’, but this didn’t endear her to Mr Benson.

‘I am very ill’ she told him.

‘Ill? I wonder you are not dead!’ he said, before dismissing her.

As for the last occupant of the dock, Jane Fry, she was either still very drunk or simply more combative than the others. She had behaved so badly and presumably was not at repentant that Mr Benson sentenced her to a day in prison. ‘It is Christmas time’ moaned the woman. ‘Lock her up till 5 o’clock this evening’ the magistrate ordered.

‘What a scandal it is to find so many women brought here for drinking to excess’ he thundered and headed home for his own favourite (but controlled) tipple.

‘A very bad case’, as temptation gets the better of a young servant girl

The temptations faced by servant girls working in the homes of the wealthy must have been very hard to resist. For a young woman like Ellen Shean her mistress’ home, with its fine furnishings, ornaments, silver plate and glass, and other comforts would have been a world away from her own humble beginnings. Even more stark was the contrast between Ellen’s personal belongings (such as they were) and those of her employer, Mrs Elizabeth Bailey.

When Ellen began her service, in mid September 1862, she arrived with just a couple of changes of clothes and a few personal effects – she had no money at all. By contrast Mrs Bailey lived in relative luxury, at 13 Sutherland Place, in fashionable Westbourne Grove. 

It wasn’t long before Mrs Bailey began to notice that money was going missing. Servants weren’t paid weekly or even monthly in the 1800s, they had an annual salary (of around £10-£20) which was paid out quarterly. Wages were low but of course their bed and board was included, as was a uniform, so what money they had was supposed to be for ‘treats’ (the odd day out) and to save for their future.

London of course, was a very tempting place with all sorts of sights and delights to turn the head of a young woman. Many domestics migrated to the capital looking for work so while Ellen may have been a local girl it is entirely possible she had traveled from as far away as Ireland. Shean is a surname with a variety of roots, from Ireland (as a shortened version of Sheenan) to Surrey and Staffordshire. Sheens are also found in the census in south Wales and across the Bristol Channel.

As Ellen was a new servant Mrs Bailey soon began to suspect that she might be the source of her missing money and so she decided to set a trap for her employee. She marked a florin (a coin valued at 1/10 of a pound) and left in in one of her dresses. Some time after Ellen had finished her rounds upstairs Mrs Bailey decided to investigate whether she had taken the bait.

Sure enough, the coin was missing and Elizabeth confronted her servant with the theft. At first Ellen denied it but soon broke down when Mrs Bailey threatened to involve the police. Ellen threw the coin onto the carpet in front of her and then reached into her pocket and took out a purse. Inside was a significants amount of money in coin (£1 8s) and Mrs Bailey’s wedding ring.

Ellen admitted her crime and the next day both women appeared before Mr Dayman,  the Police Magistrate at Hammersmith. Questioned in court Ellen burst into tears and could say nothing in her defence. She must have known that she was effectively ruined; no one would be likely to employ her again as a servant in a respectable household and with a criminal record and no references her future looked very bleak indeed.

It was a serious offence which merited a jury trial and possibly a long prison sentence but Mrs Bailey (perhaps wishing to avoid further embarrassment to herself as well) requested that the justice deal with her servant summarily. She told he she ‘did not want to press the case severely’ and Mr Dayman agreed. However, he said ‘it was a very bad case, as servants must be trusted. There was no excuse for the prisoner to rob her mistress, as she had a comfortable house’.

He sent Ellen Sheen to prison for two months, with hard labour.

A poor woman pleads not to be sent to ‘a country which was foreign to her’

1848 was a tumultuous year in Europe. There were revolutions in Italy, Germany,  Denmark and the Habsburg Empire (in Hungary). Louis-Phillips was forced from his throne in France and fled to England, while there was rioting in Sweden and a short civil war in Switzerland. Britain didn’t escape trouble as Chartists assembled across the country in large numbers including a ‘monster’ rally in Kennington Park in April when tens of thousands demanded the vote.

Over in Ireland the ‘great famine’ was forcing thousands to flee the island and leaving almost  million dead; reducing the population overall by 20-25%. Many of these travelled to England finding their way to London or one of the other other large urban areas of Victorian Britain.

So 1848 saw political unrest, nationalism, poverty, and the mass migration of peoples fleeing all these events. We get an inclining of how this might have impacted society in a brief report of business from the Thames Police Court in October of that year.

‘THAMES – Complaints are almost daily made by aged natives of Ireland, whose necessities compel them to apply for parochial relief, of the hardship of being sent back to Ireland after a long stay in England’.

One case in particular was brought to the attention of the Thames Police Court magistrate, Mr Yardley. A ‘poor Irish widow’ who had been resident in England for 40 years applied to the Stepney Poor Law Union for relief only to be refused help and told to go home to Ireland. She explained to Mr Yardley that she had been away so long she ‘did not know a soul there. She hoped the magistrate would interpose , and prevent her being sent to a country which was foreign to her’.

The woman had been before him to ask for help a week earlier and he had directed a letter to the union on her behalf, so he asked what had happened in the interim. A police officer attached to the court confirmed that the letter had been delivered but one of the reliving officers said they were only following the instructions handed down to them by the board of guardians of the poor.

The policy in a time of huge pressure on the parish purse was, it seems, to try and get rid of as many unwanted paupers as possible. The court was told that while this woman  claimed she had lived in England for 40 years her ‘residence was a broken one, and not continued for five years in any one parish’. In short she had moved around and so did not ‘belong’ anywhere.

Mr Yardley was sympathetic to the woman’s plight but could only assure her that he would intercede on her behalf and hope the guardians relented. She thanked him for his time and left the court.

I think this reveals some of the problems facing the authorities in mid Victorian Britain but also the callous lack of care for the people of the wider empire. Stepney was poor, as was most of the East End in the 1800s. Poor relief fell on the parish rather than the national purse. So it was individual ratepayers who were supporting the huge numbers of impoverished East Londoners whose ranks were undoubtedly swollen by migrants from Ireland (and perhaps from further afield in such a troubled decade).

Poverty, war and famine always lead to migration and this inevitably puts pressure onto communities that are themselves often struggling to survive. Whether migration is fuelled by economic necessity, or by persecution, or simply a desire to get away to a ‘better place’, it is part of the human condition. Human beings have always migrated in search of better land, greater resources, improved living conditions, or a more tolerant society. Whether it was the Irish in the 1840s or Polish Jews in the 1880s, or South Asian Kenyans in the 1970s, or indeed Syrians in the last decade; all of these people have left their homes, sometimes their families, everything they know and love, to find a refuge overseas.

That this puts pressure on the country and community that receives them is self-evident. Tensions flare, xenophobia rears its ugly head, and people make political capital out of the situation. But the answer is not to close the borders, to turn one’s back on people in need, to refuse to help. The attempt of the Stepney guardians to send a poor Irish woman back to her country of birth and therefore into a situation where thousands were dying every week was simply wrong. It was wrong in 1848 and it remains wrong today.
