An uppity ticket inspector at Cannon Street

As I was sitting on a Great Northern train at Finsbury Park four excited GN employees got off and went in separate directions. They looked pumped up for a day at work, which seemed a little odd given the flak that the railways has received in the past 12 months.  GN has frequently cancelled trains usually citing either a signaling problem (beyond their control) or a lack of drivers (which certainly isn’t). Here though were four happy employees about to start their daily shifts. As my wife pointed out though, they weren’t drivers, or even guards; they were the ticket inspectors about to embark on a day of flushing out fare dodgers.

I appreciate that the GN have to protect themselves against individuals that try to ride their network without paying but I think I’d prefer it if they actually ran all the trains they advertise on their timetable and trained up some of these eager inspectors for that purpose.

Nevertheless, the inspectors on Great Northern trains (and others no doubt) are always polite and friendly, unlike William Hill, who worked for the South Eastern Railway in 1876.

Hill was a ticket collector at Cannon Street in the City of London and on 13 April he was checking tickets at the station when a gentleman named James Herbert Smith approached him.  Mr Smith was a regular traveller and held a first class season ticket from Blackheath to central London. As he passed through the barrier Hill demanded to see his ticket. Smith fumbled in his pockets but couldn’t find it. He explained he must have misplaced and handed the man his calling card, so that he could be contacted. That, he felt, should be sufficient.

It wasn’t. Within moments Hill ‘seized him by the collar, and turned him around and stopped him’, again demanding to see his season ticket. Mr Smith tried a different pocket and this time found his ticket. This should have satisfied the collector but it didn’t. Instead of letting the passenger continue on to work Hill insisted that he accompany him to the ticket office. Smith obliged but told the man he felt it was entirely unnecessary (which it was of course) and when they got there the clerk immediately recognized him and he was allowed to carry on with his day.

Later Mr Smith asked for an apology from the ticket collector or his employer but since none was forthcoming he acquired a summons to bring him before a magistrate. On the 20 April Hill was set in the dock at Mansion House Police court to be questioned by the Lord Mayor about his actions. The railway denied any wrongdoing by their employee and provided him with a solicitor, Mr Mortimer. The defense was simply that Hill had a right to see the season ticket and was ‘merely doing his duty’.

The Lord Mayor evidently thought that the collector had overstepped the mark and acted unreasonably. An assault had clearly occurred and had the man apologized as Mr Smith requested, he would have let it go without further comment. Since the railway and the collector had been so determined to maintain their position on this he found Hill guilty of assault and fined him 20s.

One imagines that the relationship between the collector and this particular passenger in future will have been at best frosty, since they would have seen each other most mornings of the week. The case reminded Hill that he was merely a lowly employee of a service industry and, more importantly, several steps below the gentleman whose honesty he had the audacity to question. In future he would have to restrain himself  because a subsequent complaint might cause his employers to replace him.

A dead baby found by a nurse in Woolwich: A mother is accused

There are few crimes that generate so much emotion as the killing of a child. Every year at least one of my students is likely to come forward to suggest doing a dissertation or small research project on infanticide. It is an act so awful that we struggle to understand which makes it, seemingly at least, all the more fascinating.

Very many women, most of them young, the vast majority unmarried, were accused of killing their babies or children in the Victorian era. For most I believe, killing was never their intention; the infant died because of problems at birth or poverty and neglect soon afterwards.  The image of the ‘evil’ mother is almost certainly a myth.

Jane Ward was just such a mother. In November 1860 Jane appeared before Mr Maude at Woolwich Police court accused of causing the death of newborn baby girl. She was remanded for a week after which she was sent for trial at the Old Bailey.

Matilda Wyatt was a nurse working at the Royal Military Academy by Woolwich Common. As she walked in the garden of the army medical school she saw something on the ground, close by the road. As she bent down she realized that it was the body of a baby wrapped in calico, and horrified, she took it to the police.

The police made some enquiries and this led them to the home of Jane Ward’s father, a dairyman in Shooter’s Hill. PC Turner (61R) made a search of the house and found one of Jane’s dresses with a square of fabric cut from it, a square that matched the piece of calico exactly.

A Blackheath surgeon, Mr Tyler, performed a post mortem on the dead child. He checked the lungs (an increasingly outdated method of determining whether a baby had been stillborn or not) and judged it had been born alive. This suggested that Jane must have killed it, deliberately or otherwise. A second doctor examined Jane and confirmed that she had recently given birth. The evidence against her seemed conclusive.

Jane admitted that the baby was hers but denied its murder.

At the Old Bailey later that year Jane was charged, not with infanticide but the less serious charge of concealing a birth. This carried a maximum two-year prison sentence. In the event Jane was acquitted but no details are given beyond establishing that she had a defense barrister arguing her case in court. Sadly then we have no idea of the circumstances that explain what happened to Jane’s baby or why she left it in the academy grounds. All we can say is that it must have been as traumatic for her as it was for the poor nurse who discovered it.

In April 1867 two teenagers appeared at the Greenwich Police court accused of the possession of  a variety of items that didn’t belong to them and being unable to ‘give a satisfactory account; of where they acquired them. Basically then, it was assumed they’d stolen them.

Arthur Edmonds was just 13 and lived in Birdcage Walk, Hackney while Thomas Taylor was older (at 16) and gave his address as Oakford Terrace, Boston Street, Goldsmith’s Row close to what is now Haggerston Park. So what were these two doing south of the river in Greenwich?

Well, as the court was told at 5 o’clock on Friday evening, 26 April, Thomas walked into a pawnbroker’s shop in Deptford and attempted to pledge 13 silver spoons. The assistant was suspicious and called the police. When PC Savage (484A) arrived he quizzed Thomas about the spoons and didn’t believe the lad’s explanation that he had found them while across Blackheath.

Thomas was arrested and Arthur picked up soon afterwards. When they were searched Thomas was found to have a small clock on him while his younger partner in crime was in possession of a huge haul. The police found:

‘an eye glass, £1 12s6d. in money, seven silver, and four brass coins, a syringe’ plus ‘a watch, [and] eight shirt studs’.

The pair were charged before Mr Traill and Edmonds’ father identified most of the goods his son had on him as his own. He explained that Arthur had run away on the previous Thursday (25/4) taking with him a writing desk in which most of those items had been stored. He’d also taken some clothes and the watch, which belonged to one of his other sons.

Taylor had previously been before the magistrates at Worship Street, which was much closer to home, so perhaps his desire to pawn the goods in South London was a deliberate move to avoid detection. Thomas told the court that he’d met Arthur and the younger boy had asked if he could join up with him. It sounds as if Arthur Edmonds was an unhappy youth or perhaps just a troublesome one. Did he run away for the adventure or because home was a place he feared?

The magistrate decided that the state needed to intervene here and sent both lads for trial at the next Sessions so that Arthur could be committed to a juvenile reformatory where he might learn some discipline and be removed from bad influences. Thomas was too old for a reformatory so if was convicted he’d face prison and probably lose all chances of leading an ‘honest’ life in the future.

One option for the pair might have been to transport them to the Australia and earlier in the century it is entirely possible that this is where they might have wound up, Thomas Taylor especially. But by the 1860s fewer and fewer convicts were being transported overseas and the last ship (the Houguomont) sailed in October 1867 with 280 ‘passengers’ on board.

Taylor is not an uncommon surname and Thomas a very frequently used first name but in December 1867, just 8 months after this incident, a Thomas Taylor was committed for trial at the Old Bailey by justice Newton at Worship Street. The17 year-old brushmaker was convicted of stealing 4 pairs of boots and sentenced to 4 months in Cold Bath Fields house of correction. The age is about right as is the area, so this may well be the same young man. His brush with the law at Greenwich clearly didn’t do enough to put him off.

Last night I went to the theatre, the Theatre Royal at Stratford to be precise. There I watched a production of Our Country’s Good by Timberlake Wertenberger performed by the Ramps on the Moon players in collaboration with the Nottingham Playhouse. The play is focused on the experience of a group of convicts transported to New South Wales in 1787 as part of the First Fleet to reach Botany Bay. In what is a play within a play a small number of transported felons battle prejudice and systemic abuse to put on a performance of Farquhar’s The Recruiting Sergeant, a restoration comedy that involves nearly all the cast playing more than one role.

It is based on a true story and is a reminder that it was those banished to Australia in the late 1700s and early 1800s that carved out a new life for themselves that did so much to establish the colony on the other side of the world. Transportation officially ended as a punishment in 1868, with the Houguomont being the very last transport ship to arrive in Western Australia in January that year. Thereafter most of those convicted by English courts would be sentenced to varying terms of imprisonment in the increasingly rigid British penal system. The opportunity for a new life, despite the fears it brought with it, would have to wait until British society was sufficiently affluent – about 100 years later – for some members of the working classes to choose to emigration ‘down under’.

Our Country’s Good is an excellent play and the Ramps on the Moon troupe are fantastic players, so do go and see it if you can, in London or elsewhere.
