William Booth in court, for doing something about homelessness

The Salvation Army is a well-established charity doing good work with the poor and homeless for well over a century. It was set up in London by William Booth in 1865, adopting the name Salvation Army (formally the Christian Mission) in 1878. Booth was an evangelist Christian who took his religious beliefs seriously, believing that the teachings of Jesus Christ impelled the better off to look after the poor.

As several articles in this blog series have shown the ‘Army’ wasn’t always well received. Their military structure and marching bands drew opprobrium and ridicule from all levels of society but by the turn of the century they were clearly established as a fixture in both British and American society.

In 1888 Booth, who started his mission in the East End of London, preaching in rooms above what is now the Blind Beggar pub on Whitechapel Road, set up a temporary night shelter in Hanbury Street, for the homeless female poor. He was prompted by the murders of Jack the Ripper, who preyed on vulnerable and often homeless prostitutes in the area.

The shelter was basic, and cost users 3d a night (2for children, and just a penny for infants in arms). In December 1889 Booth himself was summoned to the Worship Street Police court to answer a summons brought against him by the police, for running a shelter that wasn’t registered as a ‘common lodging house’, and therefore fell foul of the regulations.

This was the police’s report of their visit to the shelter, delivered by a sergeant (32H) and Inspector Ferrett:

‘The sergeant said that each sleeper had a “box like an egg-chest.” minus the bottom. A mattress made of American cloth and seaweed was in this, and the coverlet was sheepskin the size of the mattress, the sleeper putting their head through a hole at one end’.

The property, an old bath house, was well ventilated and quite warm, served as it was by hot water pipes. It had space for 192 women and for their three pence they got a light supper as well. The mattresses were cleaned regularly and the place was orderly, so what was the problem?

Well the summons seemed mostly concerned with it not being registered and that this ‘temporary’ solution to a crisis becoming permanent by default. The police did bring along some witnesses that to argue that the Salvation Army were operating not merely as a refuge but as a de facto lodging house but Mr Bushby wasn’t convinced by their line of argument.

He dismissed the summons and let Booth go back to his charity work.

We are once again in a period where homelessness and poverty are in focus. Winter is here and people are dying on the streets of British cities. Homelessness is a growing problem in the UK, despite us being in the top 10 richest nations on earth.

Changes to the benefits system (the introduction of Universal Credit and the bedroom tax) by the Conservative government (and before them the Tory and Liberal Democrat coalition), and a decade of austerity economic policies driven by a succession of Conservative chancellors from George Osborne to Sajid Javid have directly impacted the lives of the poorest.  726 people are known to have died on the streets in 2018, the highest number since recording began in 2013.

Something to think about when we cast our votes on December 12.

‘Where are your father and mother?’ A young girl, broken by poverty, breaks windows and then breaks down in court

I know that there are people in this world that believe that society has become too soft: too soft on crime, on beggars, on children, on immigrants. They will often look back to the distant past and make specious pronouncements on how there was more respect or deference in the past. It is part and parcel of a lack of empathy for others – perhaps best (or rather worst) expressed by Jacob Rees-Mogg in his hateful comments about the ‘stupidity’ of the victims of the Grenfell Tower disaster.

Before the Liberal reforms of the early twentieth century and the transformative Labour government of 1945 this country treated its poorest with callous unconcern. This indifference to the suffering of the poor was extended to the mentally ill, the sick poor, elderly, and orphaned children. If you weren’t wealthy you simply didn’t matter in the eyes of the elites that ran the country.

I think we can see this in the treatment of one young teenage girl in east London in 1865.

Priscilla Herman was an inmate of the Bethnal Green workhouse. She was under 16 years of age and in November she was brought before the magistrate at Worship Street Police court charged with criminal damage.

The court heard that Priscilla, described as ‘placid’ but displaying ‘features indicative of aught but abandoned and vicious conduct’, had smashed five panes of glass and verbally abused a female overlooker.

That was Ann Summers, who testified that when she’d asked her to do some cleaning work Priscilla had refused and threatened her. Summers was old and the girl had threatened, she said, ‘to beat my _______ old head in’.

The magistrate asked the overlooker why she hadn’t found Priscilla work as a domestic servant outside of the workhouse. She’d tried, Summers explained, but she kept getting dismissed.

‘A great many of the girls turn out bad after leaving us; the language of this one is most shameful and disgusting’.

The police constable that had escorted Priscilla to court agreed that her language was ‘dreadful’. He added that she’d admitted braking the windows but no one knew why she did it.

I doubt anyone really cared why she did it, they simply wanted to punish her for doing so. The magistrate did ask her some questions however:

‘Why did you leave your last place, girl?’

No answer.

‘Did you do wrong?’

No answer.

‘Where are your father and mother?’

At this Priscilla broke down in the dock and started sobbing.

‘I haven’t any’, she cried.

She admitted behaving badly at her last job and promised to do better and ‘be a good girl’ if she were given another chance.

As an orphan under 16 I would hope we would give Priscilla a chance today although given the large numbers of teenagers sleeping rough on our streets I’m not confident that our society would do much better by her.  However, I doubt even  the most heartless of Rees-Mogg’s chums would do as the magistrate here did, and send Priscilla to prison for three weeks, effectively minimalizing any chance of her finding an honest living outside of the ‘house in the near future.

She was led away, still sobbing he eyes out, her future looking bleak as winter approached.

‘I like the workhouse, they give me good food there’: two stray waifs on London Bridge

George W. Martin was a music teacher with a social conscience, a man that comes across as a real-life ‘Mr Brownlow’, the benevolent savior of ‘Oliver Twist’. In early November 1872 Mr Martin was walking across London Bridge when he spotted two street urchins begging.

They were tiny, virtually without clothes, and seemed to be siblings. One of them – a boy of 7 named Patrick Davey – asked him for a halfpenny and George bought them both some food. As they ate he asked them why they were out on the streets begging they told him that they had no choice; ‘they must take money home or [their] father would thrash them’.

The kindly gentleman now called over a constable who took them to a police station house so investigations could be made. Once their address was determined an officer was dispatched to fetch their father and the following day the trio were brought before Mr Benson at Southwark Police court.

Whilst Patrick and his sister Bridget (6) shivered in the dock ‘almost in a state of nudity’, they did not seem to be starving. Their father – ‘a tall powerful man’ – promised his worship that the children were well-fed, and he assured him he never sent them out to beg.

However, it was not the first time Davey had been summoned about his wandering offspring. The man agreed and apologized but said their was little he could do. He had to go to work early each day and they children had no mother at home to look after them.

Patrick had lost his jacket and told the magistrate he’d sold it. Overnight the children had been kept in the workhouse and Patrick said he quite liked the place because, he explained, ‘they give me good food there’. Clearly food was his driving force.

Mr Benson ordered that they be taken back to the workhouse for a week and hoped (perhaps as a result of the coverage of the story by the press) that ‘some benevolent person’ might help support getting them into school. Perhaps Mr Martin would, having already shown a willingness to get involved where other had not.

Of course they should never have been in such a situation. Two small children should not have been out unaccompanied and begging in the streets of the capital. This was exactly the sort of social problem that Dickens was keen to expose in his writings. Patrick and Bridget deserved an education and a proper childhood, goodness knows what might have happened to them had not the music teacher intervened.

Two years earlier, in 1870, the Forster (or Elementary Education) Act had introduced compulsory primary education for children aged 5-13 but attendance was only enforced by school boards and it wasn’t free. After 1876 the poorest pupils could get free education if they were provided with a certificate by the parish. In 1880 the rules on attendance were tightened, putting the responsibility for ensuring it on local authorities and not simply the school boards.

In 1884 a commission reported that 50,000 London school age children were hungry. Free primary education arrived in 1891 when the Elementary Education Act required the government to pay a ‘fee grant’ of 10for each child aged 5-13 and prohibited schools from charging fees themselves.

So before 1891 education was a luxury that many families could not afford. Moreover, there was nothing provided in terms of childcare or nurseries for the poor, and many families relied on their children’s labour to supplement low incomes or help with caring responsibilities.

This Victorian lack of education is however, a thing of the past. Now children can be educated at the state’s expense in state of the art schools up and down the country. Yes they lack facilities, and many still go to school hungry, and truancy levels and exclusions remains a problem, but we do have free schools.

If only the poverty that Bridget and Patrick experienced – with a father that was in work remember – was also a thing of the past. It is not of course; over the last decade child poverty rates have risen to the point that we now have something like 4,000,000 UK children living in poverty. This is one of the worst rates of poverty in the industrialized world, not my words but those of the Children’s Society.

The election that is looming is one of the most important in a generation, and more important for the future of our children than any I can remember. We have the thorny subject of Brexit and our economic prosperity; we have the climate emergency and the need to take urgent radical action; and we have child care, health care and social care – three key issues that help support families in the UK.

This is an election about the future not about narrow and limited party political battles or the individual careers of over privileged politicians. Like 1945 this is an opportunity to change society for the better, and to change it so it works for the many, not the few.

‘Picking up rotten fruit from the ground’: Two small waifs struggle to survive in a society that doesn’t care

The fact that Alice and Rosina Purcell were charged at Worship Street Police court under legislation intended to prosecute beggars and vagrants is not, in itself, unusual in the 1870s. Policemen, officers of Mendicity Society, and other public servants were all obliged to point out and have arrested those who wandered the streets destitute and begged for alms.

No, what makes this case so upsetting is the fact that that Alice and Rosina were aged just 6 and 8 respectfully. They were found wandering around Spitalfields Market begging ‘and picking up rotten fruit from the ground’. They were dressed in ‘the dirtiest of rags’ when James Gear, a school board inspector, decided to intervene. He took them to the nearest police station and then brought them before Mr Hannay at the east London police magistrate’s court.

The pair were clearly poor and hungry but through the filth the reporter still described them as ‘cheerful and intelligent’. They told the justice that their mother was dead and their father, who worked as a dock labourer, ‘left nothing for them at home’. They had no choice but to try and beg or find food for themselves.

This is a good example of the reality of life for very many people – young and old – in late Victorian Britain. Without a welfare system that supported families effectively girls like Alice and Rosina had to literally fend for themselves. We can criticize and condemn their father but with no wife at home to care for his children he was obliged to go out to work all day. Moreover dock work was not guaranteed – he’d be expected to be there very early in the morning for the ‘call on’ and such seasonal work that he would have got was very badly paid.

Mr Hannay was told that the girls were protestants and it was hoped that they might be sent away to the Protestant School. That would provided a solution of sorts but sadly there were no places available. Instead the magistrate ordered that the little sisters be taken to the workhouse until a better option could be found.

We might congratulate ourselves on having left such poverty behind. Children as young as Alice and Rosina should not have to beg for food in the modern capital of Great Britain. After all we are one of the richest countries in the world and have a well established welfare system that, we are told, people travel to the UK from all over the planet to exploit.

Yet poverty still exists in Britain and to a much higher rate than any of us should be comfortable with.  In March it was revealed that 4,000,000 children live in poverty in the UK, an increase of 500,000 since 2012. Last night’s news detailed the impact this is having in schools where almost half of all teachers surveyed said they had given children food or money out of their own pockets such is the degree of want they experience among pupils. The news report stated:

‘Children reaching in bins for food, homes infested with rats, five-year-olds with mouths full of rotten teeth. The reality of poverty in Britain, according to teachers who say they’re having to deal with it every day’.

This is not that far removed from the case above, the key difference being we no longer prosecute children for vagrancy or separate families in the workhouse. But it is absolutely scandalous that in a country that can waste £33,000,000 on ‘botched no-deal ferry contracts’ or spends £82,000,000 annually on the Royal family, and allows directors of FTSE companies to earn (on average) £2,433,000 each year (without bonuses) any child is going without sufficient food.

‘We got a little list’:’SmartWater – nineteenth-century style – foils a burglar

A news report last week suggested that Londoners were up in arms because the police had concentrated so much of their attention on knife crime that burglars were able to loot properties with impunity. Of course the police refuted this but it does seem that given the huge cuts that the Home Office have made to the Met’s budget over the past decade have impacted the force’s ability to fight crime in England’s capital. Quite obviously the police can’t be everywhere all at the same time, and so they have to prioritize. However frustrating that might be for victims of burglary (and having been burgled in the past I can appreciate how they feel) tackling record levels of knife crime must come first.

The solution, some say, is in preventing burglary and much of that responsibility lies with the homeowner. From the last quarter of the nineteenth century burglar alarms (which were advertised in the national press) have been on the market for those than can afford them. Now we are also being urged to use ‘smart water’. According to the website of the leading manufacturer of this anti-theft technology:

SmartWater contains a ‘unique code within the traceable liquid [which] provides an irrefutable forensic link back to the owner of stolen goods and also links criminals with the scene of their crime’.

So if thieves do break in to your home and steal your stuff you stand a reasonable chance of getting it back and seeing them caught and prosecuted.

Wind back to the 1880s however and no such technology existed. If the police wanted to catch burglars they had to do so through traditional policing methods (such as information gleaned from informers, surveillance, and the alertness of ‘bobbies’ on the beat) and a good deal of luck.

Fortunately thieves weren’t always that ‘smart’ themselves. Having stolen goods they then had to get rid of it, usually via a ‘fence’ (a receiver like Fagin in Oliver Twist) or at a pawnbrokers. Some pawnbrokers probably turned a blind to a watch or bracelet’s provenance, happy to make a bit of money themselves.  Others were much more honest, tipping off the police when something (or someone) ‘dodgy’ turned up.

And it seems the police also had a list of stolen items, which they circulated amongst the trade (‘brokers, jewelers, chandlers, and other dealers who might be offered stolen property for resale). This was the undoing of one burglar, Henry Moore, who was charged at Bow Street with the unlawful possession of an aluminum watch.

Moore had gone to a pawnbrokers in Broad Street, in Bloomsbury, and tried to pawn the watch which had a resale value of 10s. The ‘broker quickly identified it as being on the ‘Police List’ and called out for an officer.  The watch belonged to a haul of 120 watches that had been stolen from John Lock’s jewelry shop at 78 Tottenham Court Road on 10 January 1884. Moore was arrested and taken before Sir James Ingram at the Bow Street office on 26 January, a little over a fortnight after the raid.

The police couldn’t prove that Moore had carried out the burglary but he couldn’t explain how he had come to have one of the missing watches in his possession. Unlawful possession was an offence in its own right, albeit a lesser one than burglary. It came under the jurisdiction of the magistrate, meaning he didn’t need to test Moore’s guilt before a jury. Instead he sentenced him to three month’s imprisonment and the gaoler led him away.

A ‘rabble rouser’ or someone standing up for his fellow man? Unemployment and hardship in 1880s Deptford

In today’s case (from January 1888) a man was summoned for ‘using abusive language’ and inciting a crowd in Deptford. It is interesting for several reasons, because it brings up issues of class, unemployment, and because one of the principal witnesses was a journalist who was reporting on the incident for the local press.

We very rarely hear the names of those writing reports for the newspapers but in this case we have the name Harold A. Hargreaves (although it is not clear whether which paper he was reporting to, or whether he was freelance).

Hargreaves was in the Greenwich Police court to testify in the case of John Elliott who had been brought in on a summons for abusing Major J.C. Cox in Deptford Broadway on the 10 January. The reporter explained that a large crowd had gathered and Elliott was addressing them. It was, he said, a ‘mass meeting of the unemployed’ and the mood was grim. We don’t know where the men used to work or why they were laid off but at some point major Cox arrived.

Elliott was blaming Cox for the situation the men and their families found themselves in, declaring that ‘He (Major Cox) promised them payment, but defrauded them’. As the crowd became aware that the major was present they turned their anger towards him. According to Hargreaves and Elliott, the speaker (Elliott) did his best to clam the crowd down but Cox was not in a conciliatory mood and strode up to the speaker and blew cigar smoke in his face.

John Elliott defended himself and said he wasn’t frightened of anyone, and certainly not Cox. There were scuffles and a suggestion (made by Elliott) that Cox had made unpleasant remarks about Elliott and the wives of the men gathered there, before squaring up to him and challenging him to a fight.

Under examination by Mr Marsham (the sitting justice at Greenwich) Major Cox denied any such behaviour but the bulk of witnesses supported the notion that it was he that was acting badly, in a disorderly manner in fact, not the convener of the meeting. It was said that it was only Elliott’s control of the crowd that prevented things turning very ugly and the major from being set upon. The major’s behaviour was insulting, Elliot insisted, towards him and the man that the major had promised unemployment relief to.

The late 1880s were a difficult time for working class Londoners. The British economy was experiencing a slump, if not a full-blown depression, and very many people struggled to find work, and opportunistic employers cut wages. It was the period in which the term  ‘unemployment’ entered the dictionary and there were large demonstrations across the capital and encampments of the poor in Trafalgar Square and London’s parks. Dark voices raised the ‘spectre’ of socialist revolution and strikes broke out at Bryant and May (in July) and then at various places before the Great Dock strike in the following year seemingly defined the mood of resistance to rampant uncaring capitalism.

For John Elliott however, the magistrate had little sympathy. Ignoring the testimony that suggested he was more peacemaker than trouble maker Mr Marsham told him that his behaviour towards a social superior was reprehensible. However, so long as he promised not to repeat it he would only fine him a nominal sum with costs. Elliot agreed and paid just 7s, leaving court with his head held high and his reputation amongst his peers at least, enhanced. As for Major Cox, I rather suspect he took care to watch his back around the streets of Deptford.

Four go wild in Kilburn, until the police spoil their fun

For anyone that has read the Famous Five books, or Swallows and Amazons  this story might chime with memories of childhoods past. Today children seem to be hard wired to televisions, computers, or mobile devices, playing video games or ‘chatting’ with friends via social media. In the past – in the days before ‘technology’ – kids played in the street, built tree houses, and had ‘adventures’.

For the record I’m not sure exactly how trueand of that is, it may yet another myth of a British past that never existed (the same one where everyone could leave their front doors unlocked, you could see a film and get fish and chips all for tuppence, the trains ran on time, and England were good at football).

Whether or not this ‘golden age’ ever existed I do suspect that working-class children and youth had a very different experience of life than their wealthier compatriots. Most working class children in the 1800s would have worked, few would have gone to school beyond a basic primary education, and very few would have enjoyed much in the way of ‘luxuries’. Sadly, it seems, a decade or more of austerity is bringing that experience of the past back to some working class communities today.

Children (in any period of history) will find ways to amuse themselves if they are not otherwise engaged in tasks or education by adults. They will also ape adults, and seek to find space away from adults to act our their own fantasies of life.

Ernest Digwood, George Cronin, James Harwood, and William Wallace (probably no relation) were four small boys intent on creating their own world within the adult one. If they’d lived in the countryside they’d have played in the woods and fields, climbing trees, stealing eggs for nests, swimming in ponds or rivers, and running through corn fields.

But they didn’t grow up in rural Essex, or Buckinghmashire, or anywhere very green at all. Instead they had to make their fun in West London, among the streets and houses of one of the world’s busiest cities. Boys being boys they explored their patch and found an empty house on Kensal Road, at number 174, close to the canal. Today the area has little trace of its Victorian past, rows of modern social housing and warehouse space make this part of London indistinguishable from many others. But in 1892 these four boys found a place to play.

They had established a den, built a fire in kitchen grate and had brought provisions. I say ‘brought’ because they certainly hadn’t ‘bought’ them. The quartet had been out in the surrounding streets and had found a delivery van with an ample supply of food. Helping themselves, they returned to the house with ‘eggs, two loaves [of bread], some sugar, liver, steak, and four bottles of gingerade’. It was a veritable feast but they never got to enjoy it.

Someone must have seen them or heard them in the property and reported it to the police. PC 412X arrived and arrested them, taking them before Mr Plowden at the West London Police court. James Harwood was known to the court, having been in trouble there before. The birching he’d received then clearly hadn’t acted as the deterrent it was intended. He and Ernest were sent to the workhouse, probably to be beaten again. George Cronin and William Wallace were released into the care of their parents but could hardly expect to get away without a slippering from their respective fathers.

They stole and the broke into an empty house, and of course that’s wrong. But at least they had an adventure, which is something, surely?

Three little girls are failed by a penny-pinching state

After a campaign by Mary Carpenter and others Parliament passed the Reformatory Schools Act in 1854. This piece of legislation allowed magistrates to send children (up to the age of 16) to a state certified reformatory school for a period of 2 to 5 years. Carpenter and her colleagues believed that juvenile offenders needed to be removed from bad influences and environments and given an opportunity for an education and training for a new life. She and Russell Scott had pioneered the reform with their school at Kingswood near Bristol, which opened in 1852.

It was worthy innovation but it was undermined by at least two things: a lack of money and the imperative that all juvenile convicts should spend time in a prison first (usually about 2-4 weeks). The latter was to meet the demands of society; rarely a good way to conduct penal policy.

The problem was that without proper state funding the number of reformatories established was limited and the levels of staffing always insufficient. Without the space to hold juveniles many were simply returned to their parents once they had served their initial sentences and those in care were not always given the education promised because there weren’t enough staff to supervise them adequately.

Eliza Wood, Emma Major and Margaret Hawkins are just three examples of the problems the reformatory movement encountered in its early years. The three girls, with an average age of 10, had been convicted of stealing at the Lambeth Police Court in the spring of 1860. When it was explained to Mr Norton, the magistrate, that girls’ mothers were ‘drunken and dissipated women’ living in an area around Kent Street that was notorious for crime and prostitution, he decided to use the new option allowed by law. He sentenced them to three weeks in prison to be followed by four years in a certified reformatory.

The girls were taken to the house of correction on Wandsworth Common but at the end of their term the prison governor wrote to Mr Norton. He apologised but said it was impossible for him to send the girls on to a reformatory because there wasn’t one that could take them.

The only certified school in London was at Hampstead, and that was full. Indeed they had already turned away another child that Norton had sent their way: Hannah Reynolds (convicted in February 1860). The governor had been trying to place the trio at a reformatory ‘in the country’ but so far he’d had no success. As a result there was nothing he could do but send them back to Lambeth and the dubious ‘care’ of their parents.

Various charities existed to help juvenile offenders and the governor assured Norton that he had tried to enlist their support but that they too had been unable to help. It seems that the new legislation was the victim of its own success; so keen were magistrates to use the option of sending children away that the reformatories simply couldn’t cope with the numbers.

I am firm believer in the necessity of spending money on criminal justice, whether that be on police, prisons or the courts. This country has a very long history of penny pinching when it comes to penal policy, sometimes in the misguided notion that treating criminals harshly by making their environment as unpleasant as possible somehow prevents others from criminality.

It doesn’t. All that is achieved is to brutalise those locked up or to make it harder for offenders to return to society and find work on release. This simply perpetuates the cycle of offending.

We have seen what fewer police on the streets means for our society: it means higher levels of violent crime and wilful disregard for the laws of the road. We can also see what the result of austerity in the court service is, as several recent rape cases have collapsed because insufficient resources have been deployed to allow a thorough disclosure of information that might be useful to defendants.

These three little girls (aged 10, 9 and 10) should never have been sent to the Surrey house of correction at Wandsworth (later the prison that now bears that name). But the age of criminal responsibility was low and children were routinely caught up in the justice system and flogged, imprisoned, transported, or even executed on rare occasions. Mary Carpenter’s vision was the right one for the time: the separation of children from the poverty and destitution that overwhelmed them in Britain’s growing urban and industrial districts. Sadly the government of the day only paid lip service to this vision and so the reformatory movement was hamstrung from its birth.

If we want to deal properly with crime and its causes we need to invest the time, money and effort in it, not be constantly looking at ways of saving money which we justify with a level of analysis worthy only of the most populist of modern tabloid newspapers.

 This week the news is rightly dominated by the scandalous treatment of the Windrush generation. This country had a proud history of supporting and welcoming immigrants because it recognized the tremendous value they brought to these islands. The first discordant voices in the immigration debate were raised in the late 1800s as large numbers of Eastern European Jews arrived in London, fleeing persecution in the Russian Empire. Anti-Semitism mixed with protectionism meant that politicians on the right (like Arnold White) and left (H. M. Hyndman) used immigration as a political weapon and argued that Britain was too full, and needed to look after its own people first.

Racism and anti-immigration rhetoric often raises its ugly head when there is an economic crisis. We saw this in the 1880s, in the 1930s, the 1970s and today, in this prolonged period of austerity and concern around our impending exit from the European Union. Blaming immigrants focuses attention on the symptoms not on the causes of economic hardships and helps keep the working classes divided. Moreover it also reveals that when times are hard governments attempt to save money by reducing the amount of benefits that are paid out to those at the bottom of society, rather than raising the contributions made by those at the top. There are lot more people at the bottom than there are at the top and those in power (at national, local and parochial levels) have always been closer, in terms of social class, to those at the top.

Consider this case from 1889, a time of serious economic downturn if not quite a depression. The payments for poor relief had been rising across the second half of the 1880s and London was receiving thousands of political and economic migrants from Europe as well as very many from across the UK and wider Empire. If these migrants arrived (as many of them did) without much or any money; without jobs to go to: without homes or friends and family to stay with, then they had few choices but to appeal to charity or the state for help. The reaction they got was often uncaring and unhelpful even, as in this case from Westminster, they seemingly had every right to assistance.

In April 1889 a ‘poorly-dressed woman’ (we are not told her name) presented herself at Westminster Police court asking for help. She was Irish and she had been married to a serving British soldier in India, a sergeant major in the Nilgiri Rifles. The Rifles was a volunteer regiment raised in Madras in 1878 and while she had lived with him she had drawn a small government allowance as she was deemed to be ‘on the staff’ of the regiment.

However, at some point the couple had separated (‘through no fault of her own’ she told the magistrate at Westminster, Mr Partridge) and he, on leaving the regiment at the red of his period of service, had returned to England with their two children. The woman had followed him, taking a boat a Bangalore in March 1888 after gaining a certificate from the District Staff Officer there, which entitled her to free passage. She had just eight rupees left for the whole of the voyage and arrived in London on the 14 April. She headed to the War Office with her papers with the intention of being sent on to Ireland where ‘her friends were’.

However, there she was met with a similarly uncaring bureaucracy as that has recently confronted the Windrush generation. She was entitled to help from the British state but the paperwork had not arrived or could not be validated. Until ‘the order’ came from India nothing could be done for her. Even the certificate from the ship’s captain that declared she had forgone her beer allowance (and was thus entitled to some money for that) could not be processed. She ‘was transferred from one to the other, only to be told that nothing could be done for her at present’.

The previous night she had slept at the workhouse casual ward in Buckingham Palace Road and now she asked Mr Partridge for help. ‘She was absolutely lost in London’, she said, ‘having never been here before’. Without some temporary help she said would have to ‘walk the streets or starve’ – suggesting her only alternative was to beg or to prostitute herself.

The magistrate was cold. There was nothing he could or would do for her he said. He told the clerk to give her the fare to get to Thames Police court so she could plead her case there. ‘The docks are in that district’ he added, suggesting that since she’d arrived by boat she wasn’t his problem. The poor woman was dispatched with a shilling, not knowing what to do or where to go.
